Ripon Police Department announced today that FTO Richard Francis has received an award for saving the life of a shooting victim. According to Ripon Police Department's Facebook page, on October 22, 2021, FTO Francis responded to an incident regarding a shooting at a residence. Upon arrival, FTO Francis located a male suffering from a gunshot wound and immediately applied a tourniquet, thus stopping the flow of blood. The victim's wound resulted in a partial transection of the femoral artery, a fatal wound if not immediately addressed.

Ripon Consolidated Fire personnel arrived and took over care, and the subject ultimately, after having undergone emergency surgery, survived his wounds.
